Development of a set of indicators – for inclusive education in Europe

Description

Development of a set of indicators – for inclusive education in Europe presents the main findings of the Agency project on Indicators for Inclusive Education from 2008/2009. The project involved 23 European countries.

The project aimed to develop a methodology that would lead to a set of indicators suitable for monitoring developments at the national level, but that could also be applied at the European level. Such a set of indicators requires a clear focus on the policy conditions that may support or hinder the development of inclusive education within schools. Several European and international institutions have undertaken work in developing indicators in specific policy areas. This project built upon those experiences to develop indicators in the field of inclusive education.

The project led to two major outcomes: 

  • The development and implementation of a bottom-up approach to identifying relevant indicators. This approach was based on the consensus of the project experts.
  • Specifying an initial set of indicators in three key areas: legislation, participation and financing.

Overall, the project aimed to develop suitable indicators that support constructive comparisons and mutual learning from good – that is, effective and successful – approaches to inclusive education.

This report presents the project framework, rationale, aims and objectives, as well as the methodology used to develop the set of indicators for monitoring developments in inclusive education. For more information, visit the Indicators project web area.
