Conceptual and strategic provisions for the regional development of inclusive tourism in Ukraine during the post–quarantine period

Description

The subject of the research is the strategy of introducing inclusive tourism into the socio–
economic system of regional development of Ukraine during the post–quarantine period.
The purpose of this article is to consider the problems of the tourism market in modern conditions,
the crown of the viral period, with an emphasis on the adaptation of the mechanism of tourist services,
the restructuring of consciousness in the post–quarantine period and the search for ways to optimize
the implementation of new approaches in the socio–economic segment of the regions of Ukraine.
Methodology of the work – methods of assessment (the prospects for providing services to
inclusive tourists by attracting them to tourism activities), comparison (statistical data on the situation
in the tourism market in terms of providing services for inclusive tourists).
Results of the work – difficult questions are raised concerning the realities of modern life of
people in the framework of the tourism sector of Ukraine, with its problems, challenges and practical
solutions. As part of the modern life of mankind, corrected by the latest outbreak of the global
pandemic COVID–19, a number of problems of economic, political, social, economic, educational
and general human nature have arisen, the solution of which requires a significant rethinking of the
existing situation in society and the provision of proposals for a new format for future life humanity
and, in particular, in Ukraine. Particular attention in this situation is attracted by people with inclusion
(pensioners, representatives of socially unprotected segments of the population, people with the
«war syndrome», etc.), among whom the most unadapted link of society to the modern environment
are persons with disabilities of various nosologies. The mechanism of complex socialization of this
category of people has not only medical and rehabilitation areas of assistance, but also a financial
component in the form of social assistance, subsidies, preferential loans, and the like. The mechanism

loans, and the like. The most universal in terms of socialization of people with inclusion is tourism, as a
field related to economics, sociology, medicine, psychology, pedagogy and other industries. Therefore,
the mechanism for creating a comfortable tourist environment for categories of inclusive tourists will поhelp
solve the issue of their socialization, and state financial support, in the form of effective nationwide
programs, will allow to freely attract inclusive tourists to the full life of Ukrainian society. Undoubtedly,
such programs make sense only in the presence of a stable economy of the country and in a situation
of overcoming the crisis associated with the COVID–19 pandemic.
Taking into account the peculiarities of tourism development in each individual country, the priority
planned actions should be the development and implementation of the Tourism Development Strategy
in Ukraine, which will spell out the main provisions for the practical implementation of the program
during the corona virus period and the stage of exiting the post corona virus period. The article analyzes
the international experience in the implementation of such programs, evaluates the factual material
concerning the introduction of the strategy in the conditions of the Ukrainian tourism market.
Scope of the results. Economic branch: management of the national economy, regional economics,
economic theory, social and economic geography; the branch of regional management, travel agencies,
tourism departments and professional institutions, relate to the tourism system of providing services or the
processes of studying the issues of introducing innovative technologies into the tourism sector of Ukraine.
Conclusions – the importance of the development and implementation of inclusive tourism in Ukraine
as a new direction of providing comprehensive assistance to people of inclusive groups is relevant and
promising, with financial support from the state and a well–planned strategy for the development of regions.
