Methodological foundations of inclusive tourism in the system of regional development of Ukraine

Description

The subject of the research is directions and approaches to the introduction of inclusive tourism
in the socio–economic system of regional development of Ukraine.
The purpose of this article is to determine the methodological foundations for the introduction of
inclusive tourism in the process of providing tourism services to categories of people with inclusion in
the system of regional socio–economic development of Ukraine.

The methodology of the work – methods of assessment (the prospects for the provision of
rehabilitation and health services by attracting them to tourism activities), comparison (methods of
social behavior of people with inclusion in the framework of the socio–economic system of relationships)
and synthesis (development of a structural–block model of inclusive tourism, which reflects social
rehabilitation environment and will be able to function in the economic and regional system of Ukraine.
Results of the work – the processes and forms of providing tourism and rehabilitation services
for inclusive tourists within the framework of socio–economic programs for regional development of
Ukraine have been analyzed. Considering inclusive tourism as a direction of sociology and economics, we
understand that in order to detail the processes of providing rehabilitation services, it is necessary to have
a sample (template) of those types of tourist services that can be used in regional tourism. It should be
mentioned that people with disabilities (blind, deaf, dumb, spinal, cerebral palsy patients, etc.) need special
attention in the process of organizing a tourist trip. Each of the nosologies has its own method of social
behavior, medical indicators of treatment and adaptation, a list of recreational territories that have (or had)
a natural recreational resource and clearly prescribed recommendations for their use. It is logical in this
context to apply the development of a structural–block model of inclusive tourism, which reflects the social
rehabilitation environment and can function in the economic and regional system of Ukraine.
The directions of inclusive rehabilitation and the main rehabilitation functions of tourism are determined
in the form of a block diagram of the structure of the implementation of inclusive tourism in the socio–
economic system of development of the regions of Ukraine. The factors limiting or influencing the
possibility of organizing inclusive tourism have been identified. A typical structure for the development and
implementation of regional target programs in the field of inclusive tourism is proposed. The information
provided on the types of rehabilitation through the provision of tourist services that correspond to modern
trends in the development of society and will provide an opportunity to build a unified state system of
rehabilitation and social protection of the population of Ukraine, taking into account the characteristics of
the regional economy of each territory taken. Conclusions are formulated regarding the adaptive model
of inclusive tourism, which will help to understand the essence and structure of this regional project,
which for the first time offers comprehensive assistance in the form of tourism services.
Scope of the results. Economic branch: management of the national economy, regional economics,
economic theory, social and economic geography.
Conclusions – a statement of the prospects for the development of methodological foundations
for the provision of rehabilitation and tourism services, in accordance with international regulatory
documents, within the framework of the development of inclusive tourism as a new direction of the
tourism sector and a segment of regional economic development in Ukraine
