Anticorruption Paradigm of the Educational Complex
Description
The innovative foundations of the anticorruption paradigm of the educational complex are proposed. In this aspect, the concepts of corruption, professional and discretionary powers, victim and predicate acts, the whistleblower of corruption and anticorruption messages are clarified. The basic provisions of the procedure for overcoming the illegal enrichment and other most problematic corruption acts are considered. Corruption is proposed to be understood as the use by the subject of authority and any other employee of the powers granted to him or of related opportunities in order to obtain undue profit or to accept a promise or offer to provide such benefit to himself or other persons or, accordingly, a promise or offer or provision of undue benefit by such employee or at his request, to other individuals or legal entities in order to persuade the subject of power and/or other powers to unlawfully use the powers granted to him or the opportunities associated with them. It is emphasized that the anticorruption message is an oral or written, anonymous or copyright, single or collective appeal (proposal, comment, statement, petition, complaint) containing information that can be verified, filed in any way, about the preparation, ongoing or already completed a real and probable corruption offense and/ or other acts related to corruption, predicative and viktimal acts and corruption factors and/or in relation to certain possibilities of the most effective, rational and high-quality identification, suppression, disclosure, pre-trial investigation of a corruption act or corruption factor (circumstance), judicial and out-ofcourt consideration or review of the relevant case, execution of a judicial or out-of-court decision, conduct with a person who has served a punitive and educational measure for committing a corruption offense, prior to the removal or cancellation of a criminal record and/or other measures to prevent of corruption offenses and other acts related to corruption, predicative and viktimal acts and corruption-causing factors.
