A Delphes card for the EIC yellow-report detector

This code contains a Delphes detector card that implements the EIC yellow report detector (https://arxiv.org/abs/2103.05419) 

We have implemented the 1.4 T field and 3.0 T field options with the corresponding performance parameters.
The parameters include the tracking momentum resolutions, minimum-pT cut, vertex resolution, calorimeter energy resolutions, minimum cluster energy, particle identification performance.
