Recommendations for system update of strategy, economic and technological regulations of stakeholders 'activities of gas supply systems in Ukraine

The subject of the research is gas transmission and gas distribution systems of settlements of
Ukraine.
The aim of the study is to analyze the existing measures and technical means for the organization
of natural gas metering in the country and to develop a concept for creating a multilevel system of
intelligent metering of natural gas units, which will solve the existing problem of actual fuel consumption
between gas transmission company and gas distribution companies, suppliers and consumers. , and
also will promote daily balancing of natural gas between all subjects of this market and adjustment of
payments in the stipulated terms.
Research methods. In writing the article, general scientific and special methods of research of
physical and economic phenomena on the functioning and strategy of development of the fuel and
energy complex of the state were used.
Results of the investigation. As a result of writing the article, it is established that the lack of
reliable metering, the presence of a significant number of consumers for whom fuel bills are charged
on a consolidated basis, the inability to effectively control the quality of natural gas do not reduce
corruption risks that may occur in calculations and balancing gas market at different levels of the поhierarchical
structure of gas transmission and gas distribution systems. The creation of intelligent
energy and natural gas metering systems, in particular in Ukraine today, is in its infancy. Accordingly,
it hinders the development of the natural gas market in Ukraine, does not ensure fair and equitable
pricing, complicates the compilation of energy balances of economic entities and further analysis of
the efficiency of this fuel in comparison with other energy sources.
Field of application of results. Housing and communal services, gas distribution organizations,
gas transportation company, strategic management and planning, metrology.
Conclusions. By signing the Association Agreement with the EU, our state has ensured the
harmonization of its own legislation with the relevant European legislation on the creation of a natural
gas market, commercial accounting of consumed natural gas, etc. At the same time, the analysis of
decisions on the practical implementation of measures that have shown their effectiveness in the
world shows that some of them need adjustments in Ukrainian realities (especially at lower levels of
the economic system), as they do not take into account the realities of regulatory structure of the fuel
and energy complex, the mechanism of pricing of final products.
