METHODOLOGY OF FORMING UNIVERSITY CLINIC ON THE BASIS OF PUBLIC - PRIVATE PARTNERSHIP

Summary. Introduction.The search for opportunities to improve the organization of university clinics is an urgent medical and social problem. The objective: to scientifically substantiate the methodology of creating a model of a university clinic (UC) on the principles of public-private partnership (PPP) as a tool for identifying the most objective criteria for innovative reorganization of the UC system. Materials and methods. The general scientific methods of analysis, synthesis, synthesis of scientific data, and a systematic approach were used in this research. The information base of the study was the scientific works of domestic and foreign experts in the field of managing the UC and PPP. Results. The article presents the developed methodology of the step-by-step formation of the UC model on the principles of public-private partnership, which allow identifying a potential tool for socio-economic development of the UC system. The basis of the methodology is the phased formation of the functions of a modern, legally independent clinical medical base of universities with effective technology of the production process and a management system. The methodology of creating a model of a university clinic based on the principles of PPP, considered in the article, allows to determine a potential tool for the socio-economic development of the UC system, to develop a model of the UC based on the principles of PPP, to ensure its medical effectiveness, social acceptability, organizational, managerial and financial and economic components. The advantages of the developed methodology of the formation of the UK model are the union of the state and private business. Conclusions. Taking into account the experience of Western countries, as well as the economic situation in Ukraine, the methodology of establishing of the UC on the principles of public-private partnership is substantiated, which forms the strategic goal of the clinic's development and determines the directions for the implementation of its functions in accordance with international standards.
