marcobj/shyfem: SHYFEM version with the data assimilation code

This is the SHYFEM model code - version 7_5_65 - with the data assimilation code - version ens2.1. The code includes the Ensemble Kalman filter and the Square Root filter schemes and it was adapted from the Geir Evensen's code, freely available in Github.
