ПРОБЛЕМЫ И ПЕРСПЕКТИВЫ ФИНАНСИРОВАНИЯ ВЫСШЕГО ОБРАЗОВАНИЯ В УКРАИНЕ

Recently, the problems of financing higher education are inherent in most countries of the world, including Ukraine. The importance of this problem increases in the process of the need to increase the competitiveness of domestic higher education. The purpose of the article is to analyze the main problems of financing higher education and determine the prospects for their solution in Ukraine. The article uses the methods of retrospective analysis of past publications of the author. The research method is trend analysis, generalization. The analysis of the dynamics of expenditures on higher education in Ukraine and OECD countries was carried out, their comparison was made. The main trend of higher education financing in OECD countries is diversification of sources. However, as the analysis of sources of financing of domestic higher education shows, this trend does not correspond to the financing model in Ukraine. Attraction of various sources of non-state financing of universities opens up possibilities for increasing the efficiency of their use at the expense of extra-budgetary sources, including for Ukraine. An innovative model to ensure the attraction of extrabudgetary sources of financing higher education – the formation of educational clusters. The stages of the formation of educational clusters are considered as well as the advantages that arise in the formation of an innovative model of attracting extra-budgetary sources. The types of synergistic effects arising in the process of formation of educational clusters are highlighted.
