Complication of the Legislative System due to the Dynamic Development of Information Technologies

The article investigates the objective reasons for the increase in the number of laws, as a consequence of the complication of public organization structure caused by scientific and technological progress and the dynamic development of information technologies, as well as the influence of these factors on the quality of regulatory acts and current methods of lawmaking in the relevant conditions of the today’s world. The lawmaker today is forced to make decisions based on a much larger amount of information than it was in previous eras of human civilization, which increases the requirements for his competence and careful study of the legal system to regulate which the act is aimed at. The law, as an instrument of public administration, creates a system of rules, and the system of legislation in its unity of normative acts, creates a more global structure of social groups’ communications. The economic, security, legal and other performance outcomes of individual members of society and the state as a whole depend on the effectiveness of this model. The newest model of public organization is reflected in the system of legislation, where an increase in the number of legal relationships was followed by an increase in the number of regulations, and horizontal and vertical directions of communications were projected in a complicated model of their systematization. The quantitative accumulation of regulations was influenced by the factors of excessively high dynamics of division of labor, the emergence of new objects of law and natural-legal phenomena, such as social networks, which opened to mankind an instrument for independent harmonization of the rules of conduct in real time. These factors have a fundamental impact on the quality of laws and their ability to produce legal consequences. Special attention is paid to the issues of motives to change the regulatory act. The change of the role of the by-laws in their complicated system is considered, the vertical construction of which may have enough elements to change the content of the basic law norm to implement which the acts are directed. As a result of the analysis of the impact caused by the latest tools of the social organization on the quality of the normative act, a conclusion is drawn on the relevance of more accurate algorithms of awareness of the cause and effect elements of the social group communication, ranging from the law to the desired result.
