ЗАРУБІЖНИЙ ДОСВІД НАДАННЯ МЕДИЧНИХ ПОСЛУГ У КРАЇНАХ З РІЗНИМИ МОДЕЛЯМИ ФІНАНСУВАННЯ ОХОРОНИ ЗДОРОВ'Я

In the twentieth century the link between health care, society and person was the most significant. Constitutional recognition of the right to health of every person has become an integral part of most legal systems. In modern conditions, the health care system in Ukraine is in a state of crisis, which is largely due to inadequate funding.

The financial aspects of reforming the health care system in foreign countries are considered. The suggestions concerning the use of medical reforms in Ukraine in the experience of other countries in the field of increasing the efficiency of using budget funds for provision of medical services, diversification of sources of financing of the industry and ensuring the availability of medical care are formulated. It is not claimed that the borrowing of foreign experience in conducting medical reform should take into account domestic specifics – the level of development of the economy, the mentality of the population, traditions. International experience convincingly suggests that an effective system that is able to use available resources in a socially responsible manner can provide effective medical care on the basis of solidarity, justice and civic participation, protect the population from the catastrophic consequences of diseases, guarantee transparency and accountability for taken or unused measures, more efficiently respond to the needs and expectations of the population.

The type of health care financing depends on the level of regulation and ensuring equal access of the population to the services received, their quality, sufficiency and affiliation. It is not appropriate to single out the single most progressive of the above, since in most cases, the designated countries apply the duality of the individual provisions of each of the available models in order to maximize the results in practice
