The article deals with the problem of reforming higher education in The different interpretation of the "security" is analyzed.  The security as philosophy category is investigated and its essence is revealed.  The shortcomings of the existing paradigm of public policy and public administration of national security are discovered. The approach to the formation of а new paradigm of public administration of the national security is proposed. The role of the national idea and philosophical category of security as the basis of paradigm of national security are elucidated.
