The article discusses a range of issues related to the problems of state regulation and the formation of personnel policy at the level of an enterprise, organization, or firm. Recommendations on the organization and implementation of personnel policy aimed at improving the competitiveness of the state as a whole and of individual regions are scientifically substantiated and adapted to the conditions of market relations. We have identified the main provisions of the conceptual approach to the organization and implementation of an effective personnel policy, ensuring an increase in the competitiveness of the region, and refined the system of criteria and indicators for assessing and monitoring the effectiveness of the modern education system and training.
