ПІДВИЩЕННЯ КВАЛІФІКАЦІЇ ПЕДАГОГІЧНИХ ПРАЦІВНИКІВ: ТЕНДЕНЦІЇ В УМОВАХ ГЛОБАЛІЗАЦІЇ

Description

The paper highlights the key aspects of in-service training provided in a number of advanced countries of the world, namely: the USA, Canada, Great Britain, Germany, Finland, France, the People’s Republic of China. Based on the conducted analysis, global trends of this process have been formulated as follows: actualization of the work on creation of standards for postgraduate pedagogical education under the conditions of power decentralization; an increased responsibility of school principals and local departments of education; the need for improvement of the mechanisms for financial provision of in-service training; creation of a system for monitoring the quality of services in the sphere of postgraduate pedagogical education; diversification of forms of in-service training of pedagogical staff; individualization of curricula and study programmes; enhancement of ІТ-technologies significance in the process of upgrading qualifications, including on-line consultations, educational spots placed on the site of the video-hosting company “YouTube”, etc. On the basis of the discussed global trends of pedagogical staff’s in-service training in foreign countries and provisions of Article 54 of the Law of Ukraine “On Education” (2017), the following practical recommendations are given as to improvement of the in-service training of pedagogical workers in Ukraine: to update the regulatory provision of in-service training of pedagogical cadres; to conduct a series of national polls on the subject of the present state of the system of postgraduate education and its development prospects; to elaborate effective mechanisms for upgrading educators’ qualification, taking into account the best world practices; to develop standards for postgraduate pedagogical education and the system for assessment of the quality of service rendering by their providers; to set up a system of education statistics and monitoring of services in postgraduate pedagogical education; to design and introduce technologies of tracking individual professional development trajectories of teachers, etc.
