This community is created to share my work as a PhD Student on Education at the Universitat Oberta de Catalunya (UOC) on the topic Competency model for Open data literacy within the context of Open Government Data. 

Research on the use of Open Government Data (OGD) shows that the data is not being used as expected. There is openness of government data but it appears that the required capacities for its use have not been developed. An absence of open data literacy (ODL) frameworks is identified. The systematic literature review reveals that there is a paucity of scalable interventions to develop open data literacy, and their effectiveness is unknown. This research will focus on understanding the contexts and barriers to ODL use, to explore the role of technical and critical data literacy in relation to current low usage. Practices for developing OGD and expert knowledge will be mapped to create a tool that can be applied for OGD diagnostic baseline. Also, the applicability of such an instrument for self-analysis and/or external recognition of OGD learning will be explored. This model can be used in the field of public administration, companies and universities to assess the level of OGD competencies in the use of OGD in their employees or students, and to identify the OGD competency gap in different contexts of professional practice.
