biocore/qurro: v0.8.0

This update adds support for recent versions of QIIME 2 (2020.11 and later), by updating Qurro's uses of pandas and other dependencies. To test this support, this update also improves Qurro's continuous integration to test on multiple QIIME 2 versions.

As a consequence of supporting these newer QIIME 2 versions, this version of Qurro no longer supports versions of QIIME 2 older than 2020.11. If you need to use these older QIIME 2 versions, you can install an older Qurro version (e.g. v0.7.1).
