Problem driven maturity assessment of agriculture open data ecosystem: Case of pest control

The assessment of the performance and maturity of agricultural open data ecosystems worldwide as an important tool relies on different methods using mostly frameworks with focus on the status of the components of an ecosystem (e.g. the open data policy, compliment with open standards, availability…). In this work we have implemented a problem/user needs driven approach to assess openness of data as a mean to provide management advice in pest control for the agricultural producers. The focus of our case study were five species of the genus Agriotes relevant as pest in Croatia and data sets required for effective prevention and/or management of crops potentially affected by it. In order to get insight in how the agricultural open data ecosystem in Croatia is able to answer such a simple question and which steps have to be taken to improve it we have included identification of portals, search and acquisition of datasets, data inspection, qualitative and quantitative analysis based on created framework entitled “Hospital Access Framework” (Seljan et al., 2021) and examined seven different sources providing open data from different domains covering weather forecasts to nature observation and agricultural advices. The KPIs analysis for Supply and Demand side (open data user skills and end-user capabilities), Legal aspects and privacy and Impact showed the most of the found data sets are incomplete, not in formats available for download, or not of the sufficient quality and quantity.
