АННОТАЦИЯ

Представленная статья является продолжением ранее опубликованных статей автора, исследующих проблематику развития модели устойчивой демократии, взаимовлиянию внешних и внутренних факторов, способствующих развитию политической культуры гражданского типа.  В этой статье автор нацелен изучить проблему продвижения устойчивой модели демократии и возможности развития механизмов эффективного государственного управления в Узбекистане во взаимодействии с международными рейтинговыми агентствами и организацией «Open government partnership».

ABSTRACT

The aim of this article is to study the problems of promoting sustainable democracy and developing a model of effective public administration in Uzbekistan in cooperation with international rating agencies.

In 2018 Uzbekistan committed to the implementation of the UN SDGs until 2030. The area of policy decision demands to indicate priorities and to develop management models, strategies and to achieve its goals of socio-economic development.

There are many international ratings and indices to evaluate the level of development and archiving results of a word’s countries. Our country has delivered dates in 19 international ratings. (See Appendix 1 and 2). Uzbekistan's ranking place in 2022 show that reforms in the country need to be continued.

As in many Asian states, in our country big efforts are directed on reforms of the public administration system, in terms of improving the work of state institutions, which should improve the quality of citizens life. In this area, the task of developing a system of efficiency, accountability and the fight against corruption, which hinders the effective implementation of reforms, remains an urgent task.

In order to improve our position in international rankings you can deal with international organizations that provide consulting services.

We studied the experience of the Republic of Korea. This country has good results dialogue with experts from the Open Government Partnership organization.

So now for our country recommendations of international ratings organization in one hand and the attention of civil society institutions on the other hand can provide a certain kind of pressure on the national government to focus on archiving better results.
