Key principles for post–war reconstruction of ukrainian infrastructure

Description

The subject of the study is the process of forming government’s infrastructural policy in the
context of implementation of large national reconstruction and development projects.
The purpose of the article is to form a comprehensive and systematic approach to planning,
management and rebuilding of the Ukrainian infrastructure lost in result of a large–scale invasion.
Methodology. The research is based on the structural–logical method, which made it possible to
generalize and compile key principles of formation and implementation of state infrastructure policy.
The system method, as well as a number of general scientific methods – analysis, synthesis, induction
and deduction, graphical presentation of results – have also found their application.
Results. The article looks into basic principles and approaches to formation of modern state
infrastructure policy, which can be useful for large projects of post–war infrastructure rebuilding in Ukraine.
These principles include: strategic planning, understanding demand for infrastructure services, taking into
account non–economic factors, avoiding adverse effects on environment, considering circular economy and
minimizing carbon emissions, ensuring inclusiveness and favorable conditions for communities, ensuring
benefits at the regional level, financial and fiscal stability, transparent decision–making, establishing the key
performance indicators (KPI) and regular monitoring of infrastructure performance.
Area of application. The results of this study can be used in preparation of information and
analytical materials on state infrastructure policy and in the development of the national strategy for
the post–war infrastructure rebuild of Ukraine.
Conclusions. Government remains the major driver of infrastructural development, on the one hand,
as the largest customer for facilities construction, and, on the other hand, as a regulator that establishes
rules and directions for infrastructure development through the institutional and legal mechanisms in
accordance with key current challenges (large–scale rebuild of infrastructure to restart the economy
in post–war period, the fight against climate change, regional development, etc.). An effective policy in
this area requires the observance of a number of principles to achieve systematic success, according to
socially, economically and ecologically desirable results from infrastructural development.
