Abstract:
The competitive environment today in industries such as the fixed communications industry in our country and the pressures that stem from introducing of alternative technologies such as the fourth and fifth generations of communications technologies and reducing the share of the country's fixed communications market in all fixed and mobile communication channels, force the companies operating in the industrial field more than ever, to pay more attention to organizational entrepreneurship and develop production and service portfolios, and also improve and present innovative services. On the other hand, considering the key and effective role of strategic management in promoting organizational entrepreneurship and creating a common vision for different layers of organization and setting goals and visualizing the desirable future, and monitoring achievement of goals, paying attention to these subjects becomes more vital than ever. Accordingly, this study is designed and implemented to identify and prioritize strategic management processes in order to develop and promote organizational entrepreneurship in the business environment of companies providing fixed communication services, which in terms of research purpose, is applied and in terms of the nature of the data, it is a combination of quantitative and qualitative data, and in terms of designing the research, it is a descriptive-survey that has been performed in two stages by using a questionnaire. In the qualitative section, after library studies and extracting components and items of strategic management and organizational entrepreneurship requirements, by using the Delphi questionnaire in three steps and analyzing the opinions by fifteen entrepreneurs, senior managers and experts working in companies that provide fixed communication services by Fuzzy Delphi Method (FDM), the items of strategic management process requirements are confirmed and finalized based on the U.S. Center for Quality and Productivity that fall under the four components to define the concept of long-term business vision, business strategy development, implementation and measurement of strategic initiatives, and development and maintenance of business models and organizational entrepreneurship items within three components of structural, contextual and behavioral factors and were implemented as the basis for designing a double comparison questionnaire to determine the priority of each component and item. Then, in a quantitative phase, by analyzing the data collected hierarchically, the double comparison questionnaires were taken from the opinions provided by twenty entrepreneurs, senior managers and experts working in companies providing fixed communication services, components of strategic management process requirements and organizational entrepreneurship components. The components were prioritized in the following order. The component of defining the long-term business concept and perspective, with the criteria of evaluating the external environment, creating a strategic vision, examining the market and determining the needs of customers, evaluating the internal environment and restructuring opportunities, the component of business strategy development with coordination and alignment terms Task and process strategies, development of macro mission statement, organizational design, defining and evaluating strategic options to achieve goals, explanation and understanding of internal and external strategies, selecting long-term business strategy, determining and developing organizational goals, formulation of business unit strategies and Customer experience strategy development, component of implementing and measuring strategic initiatives with items of strategic initiative selection, evaluation of strategic initiatives, development of strategic initiatives, implementation of strategic initiatives and creating high-level metrics, and finally the component of developing and maintaining business models, maintain the business model and establish the sovereignty of the business model in the dimension of process requirements of strategic management and the component of structural factors with the elements of financial system and budget.
