The Great East Japan Earthquake caused enormous damage in many cities, towns and villages. Although nearly 10 years was spent for reconstruction of high seawalls and leveling, the population never recovered. In contrast, utilization of National Land Agency's data reflecting Ian McHarg's design science theory resulted in a smooth housing reconstruction and population recovery in the affected areas.
