Federalismo e Políticas Públicas: uma análise das possibilidades e limites da subsidiariedade na política de acolhimento de crianças e adolescentes no Estado da Bahia.

This study analyzes the compatibility of applying the principle of subsidiarity in the intergovernmental relations of the Brazilian cooperative federalist model. Based on the evaluation of the institutional shelter policy for children and teens in the municipalities of the State of Bahia, the research used a deductive approach using the technique of literature review and analysis of public data available in governmental databases. The compatibility of the application of the principle of subsidiarity with the parameters of the federative design of the division of competing competences in the Brazilian legal system was also examined. In conclusion, an adequate application of the principle is suggested due to the benefits presented in the social assistance policy scenario in the municipalities of Bahia.
