trackmania-rl/tmrl: Release 0.4.0

This release is backward-incompatible!

Please perform a clean install by deleting the TmrlData folder.

The framework has undergone several major changes. in particular:

• network security has been introduced and cut out into the new tlspyo library
• forced dependency on PyTorch has been removed such that any deep learning framework can now be used with tmrl

Version 0.4.0 is also the first "official" introduction of the TrackMania Roborace League competition Beta. It comes with tutorial scripts from which python developers can easily develop their own training pipelines in TrackMania.
