The modern development of society requires the study and scientific analysis of the historical experience of the functioning of libraries in the 20-th century, when the foundations of modern cultural and educational institutions were formed. It is indicated that librarianship began to spread widely with the establishment of Soviet power in the territory of Karakalpakstan. Through the efforts of the Soviet party apparatus, as part of the promotion of the “cultural revolution” to the masses, there were organized village reading rooms, clubs and libraries in the countrysides and villages. In the prewar years, there was a link of cultural and educational institutions in Karakalpakstan, and in the early 1950s, the library system was represented by libraries of republican significance, district, rural, as well as small libraries at clubs, institutions. There was practiced the form of travelling libraries and village reading rooms. The relevance of the study lies in the modern development of this area and further improvement of the system of regulation of information and library activities based on the principles and norms of national legislation. A critical analysis of historical information about the situation in the field of librarianship shows that the modern practice of building new social and cultural facilities is an important part of the policy of the state, which seeks to be among the advanced countries with innovative technology and a high level of intellectual development
