Distiller update that resolves minor issues since 2019.

  • [x] Update distiller dependencies
  • [x] Update Dockerfile for the most recent pairtools
  • [x] Introduce options for dedup
  • [x] Add fastp to the dependencies
  • [x] Resolve an issue with ncbi account home path

Checks:

  • [x] tested usage: fastp; sra download (@agalitsyna), general convergence of output with old distiller (@sergpolly)
  • [x] dockerhub open2c/distiller_env latest and 0.3.4 updated
