Open Educational Resources: A Framework in Context of West Bengal

Description

The Open Educational Resources (OER) is a 21st century movement started in 2002 by UNESCO. Even UNESCO recommendations are the only standard for OER which is just proposed in 2019. The concept of OER is actually a principle for the future. So, it must be implemented worldwide, so that the needs of every end user from every corner of the world can be met. In the present paper it is endeavored to propose a model of OER based on the concept and recommendations laid down by UNESCO. Apart from this, it was also tried to nurture how OER can be implemented from regional level to international level. OER is for teaching, learning and research. So, if we think of a region like West Bengal (which has different syllabuses and a specific language i.e. Bengali with the other languages too), where people need resources at national and global level with their specific local needs. An OER model or service should fulfill this requirement. Gathering of regional-national-international resources has been discussed here. It is also shown that OER is very essential for the future and in situations like COVID-19.
