Approche théorique de la politique industrielle : débat sur la légitimité de l'intervention de l'État

Les réformes structurelles et la mondialisation ont profondément changé les approches de la politique industrielle. Les concepts de cette dernière sont explicités d’un point de vue théorique. Cependant, les objectifs, intervenants, champs d’intervention, et approches d’efficacité de la politique industrielle méritent d’être explicités davantage.

La compétitive des entreprises et des territoires et l’un des principaux objectifs de la politique industrielle. Elle comprend l’ensemble des mesures prises pour accroître la compétitivité des entreprises opérant au niveau du territoire d’un pays. Ce qui interpelle le rôle de l’État ou des services publics dans son amélioration. Un tel rôle qui peut être interprété selon plusieurs angles. Néanmoins, l’État reste un acteur central dans n’importe quelle action visant le développement du territoire. De même, il doit jouer un rôle crucial dans la montée en puissance de la compétitivité des entreprises, en particulier dans le secteur industriel. Les services publics sont capables d’introduire des changements qui peuvent développer les activités économiques internes et promouvoir un changement structurel. Toutefois, les politiques industrielles doivent être conçues et mises avec plus de prudence. Car le choix des activités à développer et soutenir doit être bien calculé. Concernant ce point, un débat théorique important a été développé tel que détaillé dans cet article.

Cet article permet d’une part d’appréhender la politique industrielle d’un point de vue théorique et de bien cerner ses différents concepts de l’autre. Il sera également l’occasion de mettre en exergue l’efficacité des différentes approches de la politique industrielle, expliciter ses objectifs et intervenants et cerner ses champs d’intervention.

Structural reforms and globalization have profoundly changed approaches to industrial policy. The concepts of the latter are explained from a theoretical point of view. However, the objectives, actors, fields of intervention, and approaches of effectiveness of the industrial policy deserve to be further clarified. The competitiveness of companies and territories is one of the main objectives of the industrial policy. It includes all the measures taken to increase the competitiveness of the companies operating at the level of the territory of a country. What questions the role of the state or the public services in its improvement. Such a role can be interpreted from several angles. Nevertheless, the State remains a central actor in any action aimed at the development of the territory. Similarly, it has a crucial role to play in increasing the competitiveness of companies, especially in the industrial sector. Public services are capable of introducing changes that can develop internal economic activities and promote structural change. However, industrial policies need to be designed and implemented more carefully. For the choice of activities to develop and support must be well calculated. At this point, an important theoretical debate has been developed as detailed in this article. This article allows, on the one hand, to apprehend the industrial policy from a theoretical point of view and to well define its various concepts, on the other hand. It will also be the occasion to highlight the effectiveness of the various approaches of the industrial policy, to explain its objectives and actors and to identify its fields of intervention.
