Description
This is a bugfix release of MAPL 2.23. It fixes an issue seen with binary History output with the LDAS (see https://github.com/GEOS-ESM/GEOSldas/pull/568).
Testing with the GEOSgcm shows it as zero-diff.

Fixed
- Fixed the History file existence detection to only run for netCDF output. For still unknown reasons, this detection has an issue with binary output (see https://github.com/GEOS-ESM/GEOSldas/pull/568)
