Description of Female. Fully winged; length 2.3–3.3 mm. Head black, except mandible testaceous; antenna black; mesosoma and metasoma black; legs brown, except tarsi and articulations testaceous. Antenna short, clavate, with segment 1 approximately twice as long as 4; antennal segments in following proportions: 12.6:5:4.5:4.5:4.5:4:4:4:7. Head dull, smooth, granulated; frontal line absent; occipital carina complete; POL = 6; OL = 3; OOL = 7; OPL = 2.5; TL = 4; greatest breadth of posterior ocelli about as long as OL. Pronotum short, with posterior surface shiny, smooth, unsculptured, much shorter than scutum (3:18); pronotal tubercle reaching tegula. Scutum shiny, smooth, punctate. Notauli incomplete, reaching approximately 0.4–0.5 length of scutum. Scutellum and metanotum shiny, smooth, unsculptured. Propodeum reticulate rugose, with strong transverse keel between dorsal and posterior surface; posterior surface with two longitudinal keels and median area very shiny, almost completely smooth and slightly rugose. Fore wing hyaline, without dark transverse bands; distal part of stigmal vein shorter than proximal part. Segment 1 of protarsus much longer than segment 4; segment 3 of protarsus produced into hook. Enlarged claw (Plate 20D) with proximal prominence bearing one long bristle. Segment 5 of protarsus (Plate 20D) with 10–13 bristles; distal apex with about four lamellae. Tibial spurs 1/1/2.

Description of Male. Fully winged; length 2.3–3.3 mm. Head black, except mandible testaceous; antenna brown; mesosoma and metasoma black; legs completely brown, or with tarsi and articulations testaceous. Antenna filiform; antennal segments of specimen from Czech Republic, near Prachatice, in following proportions: 10:5.5:7:8:8:8:8:7:7:11. Head dull, smooth, granulated; frontal line absent; occipital carina complete; head of specimen from Czech Republic, near Prachatice, with POL = 6; OL = 3.5; OOL = 6; OPL = 2; TL = 4; greatest breadth of posterior ocelli longer than OPL (3:2). Scutum shiny, smooth, punctate. Notauli incomplete, reaching approximately 0.5 length of scutum. Scutellum and metanotum shiny, smooth, unsculptured. Propodeum reticulate rugose, with strong transverse keel between dorsal and posterior surface; posterior surface with two longitudinal keels and median area very shiny, smooth. Fore wing hyaline, without dark transverse bands; distal part of stigmal vein shorter than proximal part. Paramere (Plate 20E) with distal inner process, without proximal membranous process. Tibial spurs 1/1/2.

Material examined. Types: ♂ lectotype (designated by Móczár, 1967) of D. brachycerus: SWEDEN: Småland (NRS); ♂ holotype of A. suffolciensis: UK: Herts, near Boxmoor, Felden, A. Piffard leg. Hosts. Cicadellidae Macropsinae (Guglielmino & Olmi, 1997): in Russia: Oncopsis flavicollis (L.) (Ponomarenko, 1978); in United Kingdom: Oncopsis sp. (Perkins, 1976).

Distribution. Sweden (Småland), United Kingdom (Herts, Scotland, England), Nepal (Katmandu). It is known from Austria, Belgium, Czech Republic, Denmark, Esthonia, Finland, France, Germany, Hungary, Ireland, Japan, Netherlands, Norway, Romania, Russia, Sweden, United Kingdom (Olmi, 1999a).
