nthallen/icosfit: icosfit V4.3.0

ICOSfit is a non-linear least-squares fit algorithm originally developed for processing data from the Anderson Group's ICOS instruments. It has since been extended to support other optical configurations, such as Herriott Cells.

This release includes:

• Updated Q(T) values from HITRAN and automated the update process, making it much easier to add new isotopologues
• Added NoTee keyword to write directly to LogFile, suppressing output to the console
