PsyUtils: Better spectral analysis

I've updated the spectral analysis functions to use Gaussian sliding windows rather than hard-edged windows. This greatly improves results, particularly for the orientation averaging.

In the future it may make sense to again update the spectral analysis, this time using averaging over octaves (currently I just do linear averaging of the radial dimension).

This one should also hopefully trigger a DOI assignment on Zenodo.
