AN ANALYSIS OF PROCESS MANAGEMENT AND THE IMPLEMENTATION OF PUBLIC-PRIVATE PARTNERSHIPS ON THE PINHEIRAL CAMPUS OF THE FEDERAL INSTITUTE OF RIO DE JANEIRO

Description
The organization of the State needs modifications to a more dynamic and flexible form: from the bureaucratic public administration to a managerial public administration to a public management focused on management by processes. This reformulation is presented as necessary for the beginning of new projects in the public institution, from a standardization proposal with a focus on the efficient use of resources. Therefore, the present study seeks to propose a standardization for the development of public-private partnership projects at the Pinheiral Campus of the IFRJ, based on the Legal Framework for Innovation (Law nº 13.243/16). To this goal, a survey was carried out on the current status (“as is”) of the institution's only business process with a private entity. The methodology used was the qualitative research with a descriptive approach, taking advantage of the case study with interviews and participant observation. Later on, the study analyzes the critical points of the referred process, using the BPMN (Business Processes Modeling Notation) modeling technique, for example, with the help of the BiZagi tool. Subsequently, the present work presents proposals for improvements (“to be”). And, finally, the expected result is the improvement/expansion of partnerships with private agents seeking for the continuity of the institution's agricultural laboratories, such as the search for improvements in their equipment and facilities.
