Fortran filesystem

bugfix: suffix('./foo.h5') would incorrectly return "". Corrected code, added tests for these cases. Works for filesystem and experimental/filesystem--the latter is what needs an extra check

to allow more control from user programs, particularly where error stop may be desired with MPI programs, pass exception status from C++ back to Fortran.
