- introducing aliases, explicit associations between locations and their content (see https://github.com/bio-guoda/preston/issues/135) . Aliases can be urls (e.g., https://example.org/data.zip), but also urns (e.g., urn:uuid:a8037839-0b09-440e-bd9f-d1e34d7770b5).
- upgrade to Jena libs v3.17.0
- various dependency management maintenance
- refactor CmdGet into preston-get module to prepare for re-use (related to https://github.com/globalbioticinteractions/globalbioticinteractions/issues/694)
- append slashes when building sofware heritage api paths; fixes https://github.com/bio-guoda/preston/issues/141
