Factors of success of decentralization process of powers as an object of public administration in Ukraine

The article reveals the theoretical foundations of the success factors of decentralization process of power as an object of public administration in the current conditions of reforming state system and regional governance and regulation in Ukraine.
It is established that from the standpoint of legal science and public administration, certain profound market changes in the national economy require constant modernization (reform) of the system, mechanisms, tools of public administration and administration in order to ensure socio-economic, scientific and technological efficiency. At the same time, the existing set of public administration and administration tools needs to expand the list of innovative management approaches at the expense of those that do not require additional funding and are able to update hidden intangible resources.
The formation and implementation of a purposeful, active public policy, particular in the field of decentralization and intersectoral partnership, which become a certain leader in local development in Ukraine, has become a regularity in overcoming the negative phenomena in the economies of different countries. The experience of economic restructuring in Ukraine and other countries with young market economies shows that at the present stage of economic transformation an important factor in improving the national economy can be a significant expansion and intensification of relations with European countries. For Ukraine, this factor is of particular importance because it will accelerate deep market transformations, its entry into regional and global commodity markets and the creation of foreign exchange reserves necessary for the modernization and restructuring of production.
The success factors of the decentralization process are proved and certain results of the first stages of implementation of the process of transfer power to the local government system under the conditions of using European practices of implementation of interaction mechanisms at the community level are given.
