sheiney/neuroblinks: UIowa version

This is the first release of the version that runs in the eyeblink rigs at the University of Iowa. The code has been substantially re-factored to make the program more modular and easier for beginning users to run. This version also works by default with Basler Ace USB3 cameras, although adding additional cameras should be easy.
