To the Problem of Developing a State Strategy De-occupation of Crimea

In modern conditions, when Ukraine is defending its independence, the issue of developing a clear state strategy for the de-occupation of Crimea is especially acute. It should be noted that the government's initiatives to solve the Crimean problem have recently increased. The recent initiative of the Ukrainian authorities to create an “international platform for the de-occupation of Crimea” encourages discussion of this problem in the professional environment. The need for such a discourse is highlighted by the lack of concrete steps to resolve the Crimean political conflict in the initiatives proposed by the authorities. The article analyzes two possible strategies of de-occupation of Crimea and tactical steps for their implementation. The need for a balanced approach to decentralization reform and the importance of anticipating possible risks in the process of its implementation are emphasized. The conclusions say that the successful resolution of the Crimean political conflict now requires abandoning strategic slogans that do not have a specific organizational potential and focusing on developing a clear state strategy for the de-occupation of Crimea. To a large extent, the possibility and effectiveness of using a strategy, as well as tactical steps for its implementation depends on the active participation of Ukrainian scientists in this process.
