Improvements

• introduce first version of offline enabled name alignment with Interim Registry for Marine and Nonmarine Genera (IRMNG) as suggested by @ljwalker @katjaschulz and colleagues in https://github.com/globalbioticinteractions/nomer/issues/147 .
