Sei framework resources (hg19 and hg38 FASTA files)

This is the `resources` directory that should be downloaded in order to run the Sei framework code. It contains the hg19 and hg38 genome FASTA files downloaded from UCSC, as well as the index files generated by `pyfaidx` Python package for fast indexing and querying of genome coordinate sequences.
