National Plan of Bibliographic and Documentary Heritage of Colombia: methodological reflections on its formulation

This article presents methodology used in the research and formulation of the National Plan of Bibliographic and Documentary Heritage of Colombia “Vamos a hacer memoria” coordinated by the National Library of Colombia and the Inter-American School of Information Science of the Antioquia University. In this sense, it explain the approach used, phases, sources, audiences and techniques for collecting and interpreting field information. This methodology is part of a qualitative approach with participatory, inclusive and territorial perspectives that required the combination of information sources, instrument design, data collection strategies, public consultations and validation of the methodology itself, by a external expert, in order to gather as many actors, geographies and concepts. This text is a methodological with the purpose of gather as many actors, geographies and concepts. This text is a memory of the methodological research, characterized by the opening of ideas, public ethics, defining categories, flexibility in interpreting and hope in the possibilities active heritage in communities.
