RAPIDpy: New RAPID output, statistical tools, print to csv functions

Description

This release begins to introduce the functionality of the new version of RAPID with CF-1.6 compliant output. Additionally, it adds statistical functions for analyzing how good your model results are. Along with this, there are now tools which extract data from the RAPID Qout nectdf file and print them to csv files.
