If open is the answer, what is the question

In early 2021 India launched its 5th National Science, Technology, and Innovation Policy for public consultation, placing open science at the top of the national agenda. Speaking at the Library Technology Conclave, hosted in Bangalore, India, on 28 January 2021, these slides summarise three key lessons shared by Rob Johnson (Research Consulting), drawing on his work on open science policies, including projects for the European Commission, United Nations agencies, the UK Department for International Development and university sector bodies in the UK, Denmark and the Netherlands.
