QCMD: Addition of TPM-sensitivity metric

This release adds code for the calculation of the TPM-sensitivity metric covered in the second publication citing this repository of work. The code in the previous release (1.0) is now within the "Mass-specific activity" folder and remains unchanged. Further releases will follow this structure with each paper having its code grouped into a folder of a similar name to the paper.
