Description
added adjustable parameter for SCG cutoff threshold to
gtt-gen-SCG-HMMsfix to http vs ftp download
- turns out a file comes in still if http is used (even if the file doesn't exist), does not with ftp. So my initial check worked until i added the http option (which only showed up when running with a single job rather than in parallel because of how it was implemented)
- now handled appropriately either way
