Any judicial process, as well as any law underlying it, is based on certain principles that constitute guiding ideas in the regulation and application of the law in various cases. The need to be guided by certain principles is not foreign to the contravention procedure either, a matter valid from the initiation until the issuance of the decision on the commission of a contravention. In a rule of law, the strict observance of the general principles, and especially the special ones of each judicial procedure, constitutes a prerogative without which the principle of the rule of law cannot work either. For this reason, the formulation, recognition, promotion and scientific approach of the principles of the contravention procedure, has been and remains a priority of our state, especially in the conditions of integrating the national legislative framework to European standards, a community to which we strongly insist. integrate.
