Description

This paper assesses some of the main intra-Latin American migratory flux, which is the Haitian one to the southern part of the continent, particularly to Chile. Further it identifies the most vulnerable features of the Haitian State and its reflection on its social and economic structures, taking as a backdrop the UN peace operation (MINUSTAH). Then it focuses on the particularities of the Haitian migratory movement. The paper argues that Haitian migration overflowed the capabilities of the Chilean public apparatus, installing the idea of a migratory contingency. The case exposes the complexities when the socio-economic gap between the two countries involved reaches levels that endanger the international comparative benchmarks of the recipient country.
