This release represents a bug fix for the following:

The geopandas package requires an install order when using pip which was not being observed. This PR adds the necessary package dependencies and version updates and places them in order in the requirements.txt file. These are installed from the bottom up.

This was tested on macOS High Sierra (version 10.13.6) using Python 3.6.5 (v3.6.5:f59c0932b4, Mar 28 2018, 03:03:55) meeting each package requirement and install protocol to success. As well as the Linux build via Travis-CI.
