Class-based ODE solvers and event detection in SciPy

In SciPy 1.0, a new interface for solving ODE initial value problems was added to scipy.integrate. The solve_ivp function and OdeSolver base class provide additional features and greater extensibility over the previous odeint function and ode base class.
