SPECIALIZED MEANS OF PLACING IN UKRAINE: STATE, PROBLEMS AND DEVELOPMENT PROSPECTS

The article analyzes the state of the base of specialized means of placement on the territory of Ukraine, which specialize in the treatment and prevention of diseases. It is shown that the number and location of specialized facilities for health improvement is uneven across the territory of Ukraine. The dynamics of their development shows general tendency to reduction. The main problems on the way of successful development of specialized means of placing health-improving character in Ukraine in the modern conditions are analyzed.

In Ukraine, there is an extremely low level of investments in general, which are practically absent in the hotel industry. It is associated with low profitability. Insignificant volumes of investments in the construction of new hotels are observed. Significant is the emergence of competition in the market of services between hotel enterprises and individual non-hotel-type facilities. In addition, there is a mismatch of the domestic hotel fund to the requirements of international European standards. In the hotel sphere of our state, the percentage of hotels that meet the European level is extremely small.

The main ways of improving the situation that will promote the development of the industry are outlined. Necessary involvement of state support to the development of health tourism, both internal and external. Important is general policy of the state and the region regarding the development of the hotel business, in particular, the reduction of taxation, which in its turn reduces the payback period - an important indicator of investment attractiveness. Ukraine can reduce tax pressure on entrepreneurs who want to focus their activities on the development of the tourism industry, the construction of hotels, rehabilitation and recreation centers. It is necessary to reconstruct and renovate the existing hotels, and construct new modern specialized facilities in all regions of Ukraine.

In addition, an effective factor for successful development may be the creation of effective mechanism for social protection of the population in order to guarantee the state payment of sanatorium and resort vouchers to specific consumers; provision of professional development of the personnel of sanatorium and health resorts; development and distribution of Ukrainian resorts advertising on the world and domestic markets, etc.
