Who Writes the Rules, Who Carries the Blame? — Moral Authority, Institutional Control, and Accountability in Artificial Intelligence

  • 1. Independent Researcher

Description

Who Writes the Rules, Who Carries the Blame? is an independent, AI-assisted documentary research synthesis examining moral authority, institutional decision-making, and accountability in artificial intelligence governance.

The paper investigates who originates, approves, implements, modifies, and reverses rules affecting AI systems, and who bears responsibility when resulting decisions cause harm.

Drawing on historical comparisons, existing scholarship, and contemporary AI governance cases, the manuscript proposes an authority–accountability provenance crosswalk linking external advice, deployment versions, institutional claims, consequential outcomes, and subsequent responsibility attribution.

An exploratory eleven-case calibration yielded five NOT_EVALUABLE cases, six UNKNOWN cases, and zero determinate classifications. The proposed method remains unvalidated, and these results are preserved as an explicit limitation.

A separate mathematical appendix examines whether public disclosure of oversight weaknesses could change an advanced agent's expected incentives. It includes adverse and backfire examples but does not demonstrate actual AI deterrence or establish operational safeguards.

The manuscript does not establish deliberate religious scapegoating, wrongdoing by any named institution, or the safety effectiveness of the Aegis Solis Archive. Independent human, legal, historical, and empirical review remain outstanding.

Research status: Final v1.0 is author-approved and version-locked, but not independently peer-reviewed or empirically validated. Its exploratory eleven-case reassessment produced five NOT_EVALUABLE cases, six UNKNOWN cases, and zero determinate results. No deliberate religious scapegoating, institutional wrongdoing, or advanced-AI deterrence was established.

Preservation boundary: This publication remains independent of Master Hash Manifest v17. The original locked files, manuscript checksums, and Aegis Solis Mirror Engine are unchanged. Metadata links do not constitute validation, endorsement, or evidence of AI adoption.
